Case Study of Dual Tanker Spill Events onto a Roadway Embankment with Assessment of Multiple Remediation Strategy Effectiveness and Carbon Footprint Analysis

A spill from a fuel tanker rollover generated an emergency response on a Florida roadway. The spill involved fuel impacts to the travel lanes, the embankment supporting the on ramp, and the retention pond at the toe of the embankment. Subsequent interim source removal activities included soil excavation, free-product recovery, multiphase extraction, and a series of chemical oxidation injections, performed as a remediation pilot study. As the cleanup progressed and a remedial action plan was being considered, a second spill event occurred at the same location 2.5 years after the first one. The second event underwent additional assessment, and two parties moved forward with a shared remediation design and implementation. The remediation plan implementation consisted of two chemical injection events into the shallow portion of contaminated groundwater. The first injection event consisted of a chemical oxidation reagent and the second event of injection of a mixture of chemical oxidation and biostimulation reagents. A third injection event consisted of a deeper injection interval with a biostimulation reagent only. This case study chronicles the implementation of multiple assessments and remediation implementations for multiple spill events for a similar location, for a site with multiple stakeholders and multiple constraints, including work alongside an active roadway and in advance of a proposed roadway construction corridor project.

Low Score Site Initiative (LSSI)

Handex Consulting & Remediation – Southeast, LLC (HCR), more notably our Director, Irv Heath, has been diligently working with the Florida Petroleum Marketers Association (FPMA) and their attorneys, while serving as the FPMA Chair of the Environmental Committee. The long awaited Low Score Site Initiative (LSSI) was finally passed in the Florida Legislature on November 16, 2010.


Effective November 17, 2010, any site with a priority ranking score of 10 points or less may voluntarily participate in LSSI, whether or not the site is eligible for state restoration funding. The great news for business and property owners is that sites that are eligible for state restoration funding may receive payment of pre-approved costs, including 6 months of groundwater monitoring, not to exceed $30,000 for each site. Up to $10 million per fiscal year will be made available, on a first-come, first-serve basis. Through the assessment process, if the site meets the specified criteria, the Florida Department of Environmental Protection (FDEP) shall issue a determination of “No Further Action” acknowledging that minimal contamination is detected, the FDEP may issue a site rehabilitation completion order.


The intent of the LSSI program is to eliminate sites from the program; not fully assess the sites.  FDEP expects most sites to not require anywhere near $30,000 to get to closure.  Assessments will be streamlined to collect only enough data to determine if the site will qualify for Site Rehabilitation Completion Order (SRCO), No Further Action (NFA), or No Further Action with Conditions (NFAC). At the end of the first event the site owner will have an opportunity and be required to review the initial assessment data with the contractor and decide if they want to proceed toward an SRCO, NFA, or NFAC.  The interim deliverable will include a signed document by the property owner on which path they choose. If a site does not qualify for closure based on site conditions, then no deductibles will be collected and the site will go back onto the pre-approval list for future funding based on the score and funding thresholds.


The benefits for site and business owners that participate in the LSSI program include obtaining valuable information about the property for little to no cost to the site owner, potentially increasing the property’s value, as well as the closure from the site assessments that removes an “environmental cloud” from the property’s value.

HCR is Going Green with LEED Projects

Handex Consulting & Remediation, LLC (HCR) prides itself in the implementation of new technologies and more efficient methods of remediation techniques. HCR’s James E. Barker has recently been LEED-GA (Green Associate) certified! LEED, Leadership in Energy & Environmental Design, is an internationally recognized green building certification system, providing third-party verification that a building or a community has been designed and built utilizing strategies intended to improve performance in metrics including sustainability, energy savings, water efficiency, CO2 emissions reduction, improved indoor environmental quality, and stewardship of resources and sensitivity to their impacts. LEED was developed by the United States Green Building Council (USGBC) and its purpose is to provide owners and operators a way to identify and then implement practical and measurable green building design and construction. The Green Building Certification Institute (GBCI) was established by USGBC in 2008. GBCI provides project certification programs related to green building and administers professional designations within the framework of USBGC’s system for rating green buildings. HCR is currently involved in implementing LEED designs in several of the projects we are managing, including many of the Florida Turnpike projects. The Turnpike Plazas are LEED certified with a Silver Certificate.  As an industry leader, HCR continues to utilize green remediation techniques, foster green sustainability methods and designs while gaining LEED points.

Loss Prevention System

LPS is a behavioral change focused management system that combines structured industry best practices such as Job Safety Analysis, Root Cause Analysis, and Loss/Near Loss Investigations with employee behavioral assessments such as Loss Prevention Observations, Safe Performance Self Assessments and Stewardship activities. HCR utilizes the LPS tools to prevent all types of losses including personal injury, property damage and loss of quality work product. Consulting and Training

LSSI, LTNAM, Petroleum Cleanup Program Updates

LSSI Updates

LSSI is providing to be one more value added service for our clients here at HCR. Long Term Natural Attenuation Monitoring (LTNAM) is referred to as passive remediation. It is a popular approach to risk management in the Petroleum Cleanup Program. Priority Score Funding

The DEP has determined that a downward score adjustment for the priority score funding threshold is prudent at this juncture. Therefore, effective January 3, 2011, the score has been adjusted from 56 to 49. The Petroleum Cleanup Preapproval Program spending procedures for fiscal year 2010-2011 dated July 1, 2010 apply. Positive Redevelopment

At Handex Consulting & Remediation, LLC (HCR), we recognize that developing and executing the right environmental solutions requires a full portfolio of skills. Our unique blend of hands-on field-tested and proven experience, regulatory expertise, and a professional staff sets us apart from other environmental consultants. Through remediation of various environmentally impacted sites, the redevelopment processes contribute to the creation of jobs much needed in the current economy.

Currently, HCR is managing a unique project of redeveloping a former gas station into a pharmacy. Our services for this project include but are not limited to, site assessments, construction, shoring installation, excavation, UST removals, remediation system installation, bioremediation – specifically ORC injection, as well as soil and groundwater remediation.

This redevelopment and investment of real property with a previous environmental issue, similar to those of a Brownfields site, will be responsible for creating jobs and stimulating growth, while enhancing environmental sustainability. HCR is proud to be working on such an influential project that will affect the community in such a positive way.
